Richard Parker, the former director of the Bureau of Competition, the Federal Trade Commission's antitrust arm, is returning to O'Melveny & Myers, a Los Angeles law firm where he previously worked for 23 years. After joining the FTC in 1998, Parker investigated the AOL Time Warner merger and was Lead counsel in an antitrust challenge to Intel. Parker rejoins as a partner at the firm's Washington office and will head its antitrust and trade regulation group.
BET Interactive, a Washington company that runs Web sites BET.com and 36oHiphop.com, promoted Navarrow Wright to CTO. Wright was formerly the company's VP of technology. BET Interactive also recruited Carla Kelly the former senior product manager for the Irish Spring brand at New York-based Colgate-Palmolive.

Application Technologies, a multinational information technology consulting firm in Bethesda, Md., tapped Muyiwa Idowu as chief operating officer. Raised in Nigeria, Idowu plans to use his international background to further the company's global expansion. He formerly worked as an advisory consultant to the U.S. Department of Education.
David Alien takes the helm as CEO of WorldChain, a Web-based supply -chain network company in Fremont, Calif. Allen left his job as VP of worldwide operations at Dell Computer in Austin, Texas, where he was a member of Dell's executive committee. Allen's no stranger to the work of WorldChain: While at Dell, he led initiatives to use the Internet to improve supply-chain management.
Larry Miller, World-Chain's current president and CEO, is now president and COO.
Internet pioneer Esther Dyson, who recently finished a two-year post as founding chair of the Internet Corporation for Assigned Names and Numbers, joined the advisory board for Real User, a newly launched user-authentication service based in Washington. Dyson is chairwoman of EDventure Holdings, an information services company in New York that puts on the exclusive PCForum conference.
Also noteworthy: FreeMarkets, a b-to-b marketplace company in Pittsburgh, elected Raymond Lane to its board of directors. Lane is a general partner of the VC firm Kleiner Perkins Caufield & Byers in Menlo Park, Calif., and former president and COO of Oracle. ... MetaMatrix, an information-management enterprise software company in New York, tapped for its CFO slot Daryl Rhodes, former CFO of New York financial information services company Bridge Information Systems.
