The photo shows a cleverly organized and formatted, plastic-coated reference that is easy to read and suitable for field use. Its design helps emergency-response personnel identify possible terrorist/weapons of mass destruction incidents and implement initial actions. Key concepts are greatly simplified for ease of understanding and implementation. The aid highlights specific strategic and tactical issues that are important to assess within the first hour of an incident. In many instances, questions are provided to help determine what to do.

Its three main sections identify the following:

* Operational considerations.

* Incident-specific actions (biological, nuclear, incendiary, chemical, explosives [BNICE]).

* Agency-related actions (fire department, emergency medical services, law enforcement, hazardous materials, and assisting agencies).

The aid was designed, produced, and distributed through the joint partnership of the Federal Emergency Management Agency, U.S. Fire Administration, National Fire Academy, and U.S. Department of Justice's Office of Justice Programs.
