The Government Accounting Office recently found that small-business contract awards were not "accurately registered in its database," and that many federal contract awards were going to large businesses.

The GAO reviewed 50,000 contracts and found that 10 percent of them (totaling $13.8 billion) were awarded twice, to both small and big businesses.

The study also found that women-owned businesses, which were slated to receive 5 percent of all federal government contracts, are only receiving 2.49 percent.
