"High Student Achievement," an Educational Research Service study, identifies those elements critical to a high-achieving school district and examines how districts must organize themselves to meet high expectations.
The six school districts that are profiled are districts with large proportions of at-risk students, yet the schools have made significant progress in raising test scores.
