Following a five-year stint as superintendent of the Bainbridge Island, Wash., schools, Steve Rowley has returned to California's Bay Area to fill the superintendency of the Fremont Union High School District in Sunnyvale, Calif. Rowley earlier worked as an elementary school principal in Redwood City, Calif.
