In an effort to shorten the length of meetings, the school board in Saddleback Valley, Calif., has adopted new rules that allow board members to curtail their own verbosity.
The resolution permits board members to set time parameters for their discussions. The measure also allows them to interrupt a debate by a majority vote of the 5-member board.
