Title I Impact

Two Johns Hopkins University professors have released a comprehensive look at the effects of Title I to date.
The latest volume of the Journal of Education for Students Placed at Risk, coeditted by Samuel Stringfield and John Hollifield, found that Title I has helped poor students make modest gains in academic achievement but has not narrowed the gap between Title I students and more advantaged peers.
Other findings include:
* Emphasis on Title I funding for teacher aide pay and pullout programs did not have positive results; and
* Studies on Title I schools that implemented whole-school reforms produced successful, replicable results, including large achievement gains.
