A Refreshing Reversal

The school board of the Franklin, Tenn., Special School District recently tossed out the performance review document it had intended to use for evaluating the job of Superintendent Janice Shelby in 1999-2000. The reason? Board members admitted they were micromanaging her too much.

No doubt Shelby will forever maintain a copy of board chair John Schroer's words when he announced the board would come up with a more open-ended evaluation tool. He said: "Our job is not to tell Janice how to do her job."
