Spending by U.S. public schools for instructional technology dropped from $6.7 billion in 1998-99 to $5.6 billion in 1999-00, according to Denver-based Quality Education Data.

The group's latest survey cited a combination of E-rate discounts replacing regular funding and the end of Y2K expenditures for the decline. A 4 percent increase is projected spending for this year.
