San Ysidro, Calif., welcomed a new superintendent, Jose Torres, who previously worked as associate superintendent for instruction in San Jose, Calif. Earlier, he was branch chief for education and student services with the Department of Defense Education Activity. Torres also was a policy analyst for the National Association of State Boards of Education
