Arturo "Artie" Almendarez

The Texas Education Agency has named Arturo Almendarez as its new deputy commissioner of programs and instruction. He had served since 1992 as superintendent of the Calallen Independent School District in Corpus Christi, Texas. Earlier, Almendarez spent eight years as superintendent of the Odem-Edroy district in Texas.

George F. Garcia

Following a nine-year stint as superintendent of the Tucson, Ariz., Unified School District, George Garcia has moved into the top berth of the Boulder Valley School District R-2 in Boulder, Colo. He earlier was superintendent in the Kansas City, Mo., district and served as deputy superintendent of the Brownsville, Texas, School District.

Rodney Green

Rodney Green recently assumed the superintendency of the East China, Mich., School District. He previously worked as superintendent of the Grant Public Schools and Norway-Vulcan Area Schools, both in Michigan. Green also has been a middle school principal, high school assistant principal and mathematics teacher.

Michael E. Hickey

Michael Hickey has been appointed the Naomi Price Hentz Distinguished Professor at Towson University, Towson, Md. Hickey retired this summer from the superintendency of the Howard County, Md., Public Schools, which he led for 16 years. Previously, he was superintendent in St. Louis Park, Minn.

Elfredo W. Massie

Elfreda Massie has left school administration to become vice president of Rigby Professional Development at Rigby Education, based in Crystal Lake, Ill. Massie formerly served as deputy superintendent in Baltimore County and associate superintendent for personnel services in Montgomery County, both in Maryland.

Jim Surratt

After five years as superintendent of the 95,000-student Wake County Public Schools in Raleigh, N.C., Jim Surratt has moved into the superintendency of the 31,000-student Klein, Texas, Independent School District. Earlier, he served as superintendent in Plano, Texas, and Volusia County in Daytona, Fla.
