The Justice Department's Community Relations Service has offered to help school systems develop plans for improving community relations and student achievement and for mediating racial and ethnic conflicts in communities.
The agency, estimating it helps 600 to 800 communities a year, provides services requested by local authorities and sends mediators to help communities develop ways to prevent and resolve conflicts.
