When Stephen P. Scovic negotiated his contract this summer to assume the superintendency of the Kettering-Moraine school district, he found school board members anxious to create a "more pro-active, pro-outcome" work environment.

The result is a contract that bases 20 percent of his pay on reaching a series of performance standards over the next three years. The criteria include student performance on state proficiency exams, the creation of school improvement councils, an increase of instructional time (by nine days), implementation of a technology plan, and an annual community survey.

Any administrators who are hired or rehired in the district will be subject to similar performance standards.

Scovic, who was superintendent in nearby Fairborn, has lived in Kettering for 25 years.
