The Keystone State continues to be the nation's dubious leader of teacher work stoppages.

Fourteen school districts experienced strikes in 1994-95, including two districts that were struck twice. The average strike lasted 116 days.

The number has been in steady decline since 1980-81 when 52 strikes took place. Three-year-old reforms to the state law governing collective bargaining restrict how often and for how long teachers can strike.
