Homeland security boss puts blame for real ID on Congress

"Showing up at the airport with only a driver's license from such a state will be no better than showing up without identification. No doubt this will impel many to choose the inconvenience of traveling with a passport."

Pointing to the holdout states of Maine, Montana, and South Carolina, Michael Chertoff said it was not he but Congress that established the rules that states are now being forced to adopt.
