He admits, "Scale was essential back then. But scale comes in many forms. Scale is different now." He points out that approximately 70 million vehicles are being produced in the world right now on an annual basis, a number that is increasing. "When we do cost modeling for fuel cells, we are using the number one million, not 70 million," he says. In effect, whereas when the auto industry was developing, it was necessary to develop scale given the small number of units being produced annually. Now that there is a massive industry, a single propulsion model is no longer required.
