Cleveland cancels curbside program

Recycling Today, March, 2004

The City of Cleveland has canceled its recycling program in light of budgetary problems and a $61 million deficit.

Curbside recycling was completely eliminated and all 14 of the city's recycling drop-off centers closed Dec. 8, resulting in the elimination of 15 jobs and in a savings of $820,000, according to news reports.

The city will open paper recycling drop-off stations that will accept newspapers, catalogs and junk mail at 10 recreation centers at an undetermined date in 2004 as an alternative. According to the Plain Dealer, the city has signed a contract with Abitibi-Consolidated to provide collection bins and transportation services.

Cleveland, with a 5 percent recycling rate in 2002, finished last in a review of recycling programs in Cuyahoga County, according to the Plain Dealer. Cleveland's curbside recycling program covered roughly 65 percent of the city, recovering 4,000 to 5,000 tons annually.
