Re: Honorary Veterans. In 1999, Public Law 106-161 conferred "honorary veteran" status on philanthropist Zachary Fisher, founder of the Intrepid Sea-AirSpace Museum and the Fisher House program, making him the second individual (Bob Hope being the first) so recognized.
