The same month Bulger announced his move, John Shumaker resigned the presidency of the U of Tennessee. Shumaker left office under growing scrutiny of his spending. Critics questioned his use of the university's airplane for personal trips and for personal items charged to his university credit card.

In August, Shumaker reimbursed $25,000 to U of Tennessee. He was also called to task for awarding a $300,000, no-bid consulting contract to a friend. Prior to coming to U of Tennessee a year ago, Shumaker was in leadership at U of Louisville, which is reportedly auditing his spending.
