Creating instructional materials is a vital process. Regardless of the delivery system, the process of planning, assessment, design, and development remains the same. When applied properly, it ensures that training relates to business needs and is an individual solution, not a panacea.
Construction industry analogies are useful in describing the process. Project-based decisions about the tools, approaches, and strategies to achieve learning objectives are dependent on the content, audience, and business use just as decisions on the materials and methods used in building a bridge are dependent on the length of span, height of span, vehicle weight, maximum capacity, etc.
Shifting the analogy from bridges to buildings, the planning phase is similar to assessing the property, assessing occupant wants and needs, developing an artist's rendition of the structure, and showing interior views. Design is comparable to the detailed architects drawings. In development the structure is built.
Seldom is there one correct solution--just choices. This vital design process enables better choices for improved relevance. Training is extremely useful when based upon actual business needs and job tasks. Its relevance should translate into measurable operational improvement--indeed, the impact of training on operations is the only meaningful measurement for its objective value. Human capital investment evaluation is similar to that of any other capital investment-with a concomitant return on that investment.
