Commander Afloat Training Group, Pacific

The Afloat Training Group, Pacific (ATGPAC) Logistics Department, is comprised of various divisions under the direction of CDR (Sel)Bill Allison. Each division is responsible for training ship personnel, supply assist visits, and inspections including assist with the ships Computer Based Training (CBT) Development and Continuous Monitoring Program (CMP) Training. This article will discuss the services the ATGPAC Logistics Department provides to the fleet.

Computer Based Training:

In February 1999, CBT was developed under the direction of CDR Dennis Yeatman, who recently retired from the Navy after 24 years of dedicated service. Through its sound leadership and promotion of dedicated service to the fleet, the ATGPAC CBT Team has successfully trained numerous commands and Sailors by employing the Navy's concept of "Sailors Training Sailors."

It is estimated that the (ATGPAC) CBT Team, has saved the Navy in excess of a million dollars. The CBT Lab is a nonprofit organization and is supported through reimbursable funds by requesting commands. These funds are used for the production, administration, training, travel expenses, and updating of necessary computer equipment. The CBT team at ATGPAC has developed the following training CD-ROMs: Celestial Navigation, Defense Joint Military Pay System, ATM's At Sea, Depot Level Repairable, Navy Purchase Card, ROMII, Supply Effectiveness and is currently working with the Navy eBusiness Operations Office on developing a Government Travel Credit Card mining CD-ROM, which is estimated for release sometime this fall.

S-1 Division:

The ATGPAC storekeepers are a team of combat logistic professionals who have been personally selected to provide training and support to shipboard personnel.

In addition to conducting the highly visible Supply Management Assessments (SMA) and Supply Management Inspections (SMI), the role of the team has expanded to meet the requirements of the fleet Sailor. Additional areas of involvement include the following:

(1) Limited Logistic Team Trainers (LLTTs) provide the shipboard SK with hands on, one-on-one training to increase their in rate knowledge and help support the mission of the Supply Department. The requesting ship determines the level of training and topics that are covered.

(2) Integrated Financial Analysis (IFA) provides the ships with a detailed review of their financial management program, including assisting shipboard personnel with recouping funds from Defense Finance and Accounting Services (DFAS) listings.

(3) Maintaining Open Purchase and Govemment Credit Card files for Pacific Fleet decommissioned ships.

(4) Conduct Navywide advancement exam review for SKs. Reviews are conducted one month prior to each advancement cycle.

S-2 Division:

S-2 Division provides extensive and comprehensive training for all afloat food service operations in the PACFLT.

Specific areas of training are: (1) retained financial records and returns for both general and private messes, (2) receipt and inventory procedures, (3) NAVSUP 1090/1282, (4) safety and sanitation, (5) menu planning/healthy options/weight control, (6) serving techniques, (7) procedure for procurement for overseas stores, (8) formal and informal procedures for surveys-DD200 /NAVSUP Form 1334, and (9) the Food Service Management (FSM II) Automated System.

The ATGPAC MS Assessment Team also offers off duty in-rate advancement training for all mess management specialists. The team has an open door policy to the fleet and will respond to all questions via phone call or e-mail. Please visit the ATGPAC Web site at www.atgpac.navy.mil.

S-3 Division:

S-3 Division provides a comprehensive assessment of retail operation's competency through evaluations of shipboard records, receipts procedures, breakout procedures, inventory procedures, cash collection procedures, and sanitation and maintenance of service activities.

Assistance to Surface Force, Pacific Fleet includes: (1) records and returns review prior to submission to DFAS; follow-up quarterly of unmatched expenditures; (2) consolidate annual stock turn figures for each ship; (3) provide continuous training to ship's serviceman personnel by conducting Navywide examination reviews; (4) precommissioning unit training at site of ship construction; (5) produce training CD-ROMs from CBT for fleet use; (6) provide quality assurance and records/ files maintenance for decommissioned ships and including storage for the ships' records; (7) conduct ship's store officer, senior enlisted ship's serviceman, and barber seminars; (8) process invoice payments for decommissioned ships; (9) provide SH personnel as shipboard evaluators; (10) make recommendations for Best Sales and Service award; (11) provide assistance by phone to ships out ofhomeport, and (12) NAVSUP PUB reviews.

PPAT Division

The Pay, Personnel and Administration Training (PPAT) Team at ATGPAC San Diego are prescreened and selected among the finest in the fleet. Their mission is primarily advisory and assistance in nature for all Pacific Fleet and shore activities. They provide guidance for on-the-job training, situational advice, and technical assistance in general administrative, personnel, and disbursing matters. Furthermore, they recommend improvements to methods and procedures; standardize operations and information to improve training, job performance and customer satisfaction.
