The special on-the-job training provided to PACFLT includes: (1) refresher training on DJMS; (2) Integrated Automated Travel System; (3) Manpower/NEC management; (4) legal procedures; (5) R-Admin, and (6) ITEMPO reporting.

The team collaborates and works very closely with the force disbursing personnel of Commander Naval Surface Force, U.S. Pacific Fleet; and Commander Naval Air Force, U.S. Pacific Fleet; DFAS San Diego Operating Location; Fleet Training Center San Diego; DFAS Fleet Support Detachment San Diego; and Commander Naval Region Southwest Disbursing/Personnel On-site Audit Team.

3-M Division

The ATGPAC Maintenance and Material Management (3-M) team's primary goal is providing 3-M training and support to Navy ships and shore commands. With the recent reimplementation of the 3-M assessment process for fleet commands, our team has been tasked with providing the fleet with 3-M Baseline Assessments (BLA) with one end goal in mind: Keep the U.S. Navy at the highest state of material readiness through a good working 3-M program and "train the trainers."

Our 3-M team stands by to provide commands with training in the following areas:

* Performance Monitoring System Admin

* PMS Spot Checking

* Material Data Sheet/ Combat Systems Management Plan

* Equipment File Validation

Continuous Monitoring Program (CMP):

CMP was originally developed by Commander, Naval Surface Force, U.S. Atlantic Fleet, and Commander, Submarine Force, U.S. Atlantic Fleet but is now also being used by COMNAV-SURFPAC and Commander, Submarine Force, U.S. Pacific Fleet. CMP consists of shipboard CMP Extractors for S1 and S2, which provide supply officers, leading SKs and leading mess management specialists with a great tool to improve their operations. A CMP Extractor program is being developed for S3 and should be available by fall 2002. The on board CMP extractors provide summary reports and detailed data and can be run as often as desired to monitor key or pulse areas. Between the first and tenth of every month, the CMP extractor programs automatically export a file that is sent to the respective type commander. For COMNAVSURFPAC ships, monthly CMP files are forwarded to ATGPAC. The CMP files received from ships are loaded to a Web server, where both summary and detailed "drill down" data can be accessed by authorized users.

The ATGPAC Fleet Integrated CMP Support (FICS) Team was recently formed to assist COMNAVSURFPAC ships with using CMP to monitor and improve on-board processes in Stock Control (S-1) Division and Food Service (S-2) Division. Each member of ATGPAC's FICS Team has specific ships that they are solely responsible for. They train the shipboard SKs and MSs on how to use the CMP extractors, evaluate output, and process the information to improve on-board processes. The S1 CMP extractor pulls data from SNAP II or R-Supply to create 14 pulse areas, which can be viewed on the CMP Web site. The pulse areas are:

* ARRCs--Displays stock records re containing an Automatic Reorder pr Restriction Code (ARRC) and/or a limit flag. These can be reviewed for accuracy.
