Herb Kikuchi, a fuel distribution systems operator foreman with FISC Pearl Harbor, was selected by the American Petroleum Institute (API) as the Navy Fuels Civilian of the Year. Kikuchi's selection was especially noteworthy because this is the first time the award has been presented. The API award recognizes personnel who have made significant contributions to Department of the Navy bulk fuel operations, petroleum supply chain management, and fleet fuel support.
An accompanying citation from Red Cavaney, President and CEO of the API, pointed out Kikuchi's exceptional customer service, his important support of Operation Enduring Freedom, and the assistance he provided tire personnel in locating and containing a potentially serious tire at a FISC fuel complex.

A humble and well-liked fellow, Kikuchi gave the credit for his award to his Fuel Department coworkers. Kikuchi was also FISC Pearl's nominee for the Honolulu-Pacific Federal Executive Board Federal Manager Supervisor of the Year, Excellence in Federal Government Award.
