This is the first part of a two-part study reporting on the results of a 12-country pilot program, which was jointly initiated by the Word Bank's Banking and Debt Management Group of the Treasury and the Corporate Governance and Capital Markets Department of the International Monetary Fund and designed to help participating countries (Bulgaria, Colombia, Costa Rita, Indonesia, Kenya, Lebanon, Nicaragua, Pakistan, Sri Lanka, Tunisia, and Zambia) develop means for following the principals set out in "Guidelines for Public Debt Management" (World Bank and IMF 2001) and Developing Government Bond Markets: A Handbook (World Bank and IMF 2001). This part of the study focuses on the former, public debt management, and assesses results in the areas of debt management strategies, coordination of debt strategy with other policies, good governance, staff and debt management systems capacity, and designing and implementing reforms.
