A decade and a half after the Russian Civil War, says British war studies scholar Sterrett, now with a US arms dealer, a group of Soviet theorists forged a doctrine of maneuver warfare that is still in use today. He examines the development of Soviet thinking about the employment of airpower, specifically the employment of frontal aviation in its later stages. Though foreign ideas were used when suitable, he finds the theory to be largely original.
