This report (directed by the head of the Organisation for Economic Co- operation and Development's Division of Regional Policies for Sustainable Development) is based on the idea that competitive cities will have to shift from the managerial mode of policy making, concentrating on managing spatial needs by land-use control and infrastructure provision to the "new urban entrepreneurialism," which focuses on creating new industry and jobs by attracting an economically active population into inner areas and regenerating economic infrastructures. The report examines the challenges of this policy shift in the realms of urban regeneration, housing, building, and spatial planning and discusses how it has been implemented in countries of the OECD.
