Jointly directed by Wilhelm (of the World Bank) and Krause (of the Deutsche Gesellschaft fur technische Zusammnearbeit, a German-government owned corporation for international technical cooperation) this report provides advice to international donors and national governments on how to strengthen links between the Poverty Reduction Strategy (PRS) approach and national budgets in order to improve domestic accountability. It examines lessons from national experiences with attempts to integrate PRS and the budget and the implications for further reforms to strengthen PRS-budget links. Case studies are presented for Albania, Burkina Faso, Madagascar, Malawi, Mali, Mozambique, Rwanda, Tanzania, and Uganda. Also included are studies of the links between policies, budget, and service delivery in Australia, Chile, South Korea, and South Africa, as these are countries considered to have been successful reformers in public financial management.
