In the middle 1990s, as dust from the Cold War collapse was settling, an international team of researchers in politics and development began a research project conducted under the auspices of the Peace and Governance Programme of the United Nations University in Tokyo to explore the motivations of actors who were calling for humanitarian intervention in areas of crisis. Workshops in Perth (2002) and Tokyo (2003) were part of the process leading to this volume of nine essays.
