Built on 26 case studies of World Bank-supported global programs conducted by the Bank's Operations Evaluation Department, this "Phase 2" report follows on the heels of an earlier report that focused on the strategic and programmatic management of the Bank's global portfolio. This report adds to the recommendations for such broad management and further considers lessons for the design and management of individual programs. The authors of the report assess how well the case study programs measure up to the selectivity and oversight criteria and priorities established by the Bank's Development Committee and Development Grant Facility; make recommendations regarding program selectivity, design, implementation, governance, management, financing, and evaluation; and look at the progress in implementing recommendations from earlier reports of the Operations Evaluations Department.
