TYPHOON SUDAL
Sudal began on the morning of April
4th as a 35 mph tropical depression
about 130 miles west-southwest of
Chuuk. Initially moving northwest,
Sudal became a tropical storm that
night as it moved over the island
of Puluwat. Its northwest movement
took Sudal between Satawal and Ulul
around 1200 SST on the 5th, and
continued until the morning of the
6th, when Sudal was perched about
290 miles southeast of Guam as a
tropical storm with maximum winds
of 65 mph. Sudal then turned west,
becoming a typhoon that afternoon
and coming to within 230 miles south-
southwest of Guam around noon on the
7th. At this point, Sudal was still
moving west, and it appeared it would
continue on a west-northwest track,
dealing no more than a glancing blow
to the northernmost islands of Yap
State. But Sudal instead turned west-
southwest the evening of the 7th,
passing about 40 miles south-southeast
of Fais the next morning. On the
morning of April 9th, Typhoon Sudal
turned west-northwest again, dealing
Yap a severe blow as it passed just
south of the main island.
Chuuk State:
After moving directly over Puluwat as
a 40 mph tropical storm at 0100 SST on
April 5th, Sudal passed 50 miles west-
southwest of Ulul around 1200 SST. At
Puluwat, the highest sustained wind
was 23 mph from the west at 0700 SST.
At Ulul, 6.68" of rain fell in the 24
hours ending at 1700 SST on the 4th.
Storm Damage in Chuuk State: Coastal
inundation at Ulul was 2 feet or less,
destroying some cultivated subsistence
crops and contaminating the water
supply, and beach erosion was slight.
Some poorly-built structures lost
their roofs. No deaths or injuries
were reported.
Yap State:
In eastern Yap State, Sudal passed
115 miles east-northeast of Satawal
with maximum sustained winds of 45
mph at 1300 SST on April 5th, then
intensified over the next day and a
half, reaching 85 mph as it passed
165 miles north of Woleai on the
morning of the 7th at 0700 SST.
Sudal continued to intensify, reaching
110 mph as it passed 40 miles south-
southeast of Fais at 0900 SST April
8th, and 115 mph as it passed 65
miles south-southeast of Ulithi that
afternoon at 1330 SST.
Only hand-held wind-measuring
equipment is available at Satawal
and Woleai, where winds of 25 mph
gusting to 40 mph were estimated as
Sudal passed. At Ulithi, the automated
station recorded a highest sustained
wind of 58 mph from the east-northeast
at 2100 SST the evening of the 8th,
followed two hours later by the peak
gust of 82 mph. The lowest pressure
of 991.6 mb was recorded at 1600 SST
that afternoon. Rainfall was heavy,
with 6.34 inches recorded in the 24
hours ending the 9th at 0100 SST. No
measuring equipment exists on Fais,
but conditions there were likely
similar to those on Ulithi.
the southeast at 1157 SST. The peak
gust of 112 mph from the southeast
was recorded at 1135 SST. However,
a NWS assessment team determined from
damage on the south end of Yap Island
that maximum sustained winds there
were likely in the low typhoon
category 3 range of 115 to 120 mph
gusting to 140 mph. The lowest sea-
level pressure was 958.5 mb at 1050
SST. Rainfall at the airport totaled
5.24 inches in the 24 hours ending at
2200 SST on the 9th, while 7.88 inches
fell in the 48 hours ending at the
same time. A brief eye passage was
observed on the extreme southern tip
of Yap.
At the time of its closest approach
to Yap, Sudal was also passing 70
miles north-northeast of the tiny
island of Ngulu. No functioning
instrumentation exists on Ngulu, but
sustained winds likely reached around
50 mph from the northwest, with gusts
to around 70 mph, as Sudal passed. No
rainfall measurements are available,
but from enhanced infrared imagery it
is probable that 6 to 9 inches of rain
fell during Sudal's passage.
Storm Damage in Yap State: In spite
of Sudal's intensity and the massive
damage it wrought on Yap, no deaths
or serious injuries were reported
anywhere in Yap State. Damage for
individual islands or island groups
is summarized below:
Satawal, Woleai, Faraulep,
Ifalik, Eauripik, Lamotrek
and surrounding atolls: Coastal
inundation was 1 to 2 feet, except
2 to 3 feet at Faraulep, with moderate
beach erosion. Many cultivated
subsistence crops such as breadfruit
and coconuts were damaged or destroyed
by salt spray, and some water sources
were contaminated by salt.
Fais: Because Fais is an elevated
island, coastal inundation was not
significant, but 14 to 18 foot surf
brought moderate to severe beach
erosion. Water sources were partly
contaminated by sea spray. Some
poorly-built structures were damaged,
especially wood and tin roofs.
Ulithi: Coastal inundation of 2 to 3
feet and surf ranging from 14 to 18
feet resulted in moderate to severe
beach erosion and contamination of
some water sources. Most subsistence
crops were destroyed by inundation
and sea spray, and a few trees were
lost as well. Some wood and tin roofs
were damaged, and some poorly-built
structures were lost.
Yap: Since Yap itself was pounded by
Sudal's eye wall for 4 or 5 hours, it
suffered by far the worst damage of
any location in Yap State. Over 90%
of the buildings and other structures
were damaged or destroyed. Out of 1700
residences, 700 were destroyed. Of the
remaining 1000 homes, only 41 were
undamaged. The hospital, airport, most
government facilities, and the water,
power and communications systems were
all severely damaged. Wooden homes
suffered the worst, while concrete
structures fared much better. Along
the eastern and southern coasts, the
storm surge destroyed the many wooden
homes built along the shoreline, and
severely damaged the seawall. Of the
8,000 or so residents on Yap, about
1500 were in shelters, of which about
1000 were homeless. Subsistence crops
were almost totally destroyed, and the
ground in coastal areas was saturated
with salt water, making it unsuitable
for cultivation. A storm surge of 8 to
12 feet, along with pounding surf as
high as 22 feet, severely damaged the
coral reefs, one of Yap's main tourist
attractions.
Ngulu: Little information is available
from Ngulu, other than that four of
Ngulu's eight water storage tanks were
destroyed. Otherwise, damage there was
likely similar to that experienced at
Ulithi.

due to exceedingly wet antecedent
conditions, more flash flooding
occured albeit quite localized. The
triple point of the warm/cold/
occluded fronts moved through Iowa,
Benton, and Buchanan counties. This
area had a desirable shear profile
that allowed several tornadoes to
develop. Further south in Lee County

additional tornadoes to develop due
to favorable shear profiles. The

From Washington County, the tornado
entered western Jefferson County
about 5 miles south of where
Interstate 64 crosses the county line,
then moved northeast across the
interstate near the Woodlawn exit. A
semi was blown off the interstate
near the exit. The tornado passed just
south of Dix, then lifted north of
Texico, less than 2 miles from the
Marion County line. Damage in this
very rural area consisted of numerous
trees down and destroyed sheds and
barns. About two dozen houses
sustained damage, mostly due to trees
falling on them. Many trees were on
power lines, and power poles were
snapped. The damage path was not
continuous. The tornado was rated F-1
for just a brief portion of its
track, where maximum winds were
estimated near 110 MPH. Widespread
damaging winds raked all of southern
Illinois. The storms were in the form
of short lines or bows as they moved
through Jefferson, Perry, and Jackson
Counties, including Mount Vernon and
Carbondale. A couple of tornadoes
were spawned in those areas. As the
storms moved cast, they evolved into
an intense squall line, producing
widespread damaging gusts around 60
MPH with isolated higher gusts to 90
MPH. Numerous trees were blown down
in nearly every county. Some of the
trees fell on power after numerous
trees fell. Several of the trees
landed on houses, causing severe
damage to at least one house. Trees
fell on vehicles in Mount Carmel,
where gusts were reported to 68 MPH.
At least two occupied vehicles were
struck by falling trees, one on Route
34 north of Harrisburg, and another
north of Old Shawneetown. In both
cases, the occupants were freed by
rescue workers without being injured.
In Harrisburg, trees fell on several
houses and vehicles, and a radio
tower used for fire dispatch
operations was blown down. Two roofs
were blown off of houses in Raleigh,
just north of Harrisburg. A tree fell
on a house in Thebes, near the
Mississippi River in Alexander
County. The most intense winds
(estimated near 90 MPH) occurred in
Massac County about 5 miles west of
Round Knob, where a house lost
portions of its roof and attic. At
least 10 to 15 trees were reported
down in Massac County. The storms
produced very heavy rain that caused
street flooding. The U.S. Highway 51
overpass on the north side of Cairo
was blocked by high water.

A storm system affected the region
during the afternoon and evening hours
bringing a warm front and cold front
through the area. A tropical
atmosphere allowed more heavy rain to
occur, and, due to exceedingly wet
antecedent conditions, more flash
flooding occured albeit quite
localized. The triple point of the
warm/cold/occluded fronts moved
through Iowa, Benton, and Buchanan
counties. This area had a desirable
shear profile that allowed several
tornadoes to develop. Further south in
Lee County Iowa, mesoscale boundaries
left over from the early morning
storms allowed additional tornadoes to
develop due to favorable shear
profiles. The storms in Southeast Iowa
organized into another squall line
that raced eastward into Illinois.

This long tracked tornado is often
referred to as the Hallam tornado. It
initially touched down 3 miles west of
Daykin in northern Jefferson county.
The tornado was rated an f0 or f1 in
Jefferson county damaging farm
outbuildings, grain bins and trees.
From there the tornado crossed into
Saline county southwest of Western and
remained an f0 or f1 until it struck
the southern portion of Wilber where
it strengthened to f2. Roofs were
blown off of homes just southeast of
Wilber.
The tornado traveled from Wilber into
Gage county, crossing the county line
west of Clatonia where it grew to its
most intense stage, f4. The tornado
remained nearly at this strength as it
crossed into Lancaster county near
Hallam with a damage path of around 2
1/2 miles. Many well-built homes were
demolished from Clatonia to Hallam,
along with grain bins, farm sheds, and
occurred just south of town, 95
percent of the buildings in town were
either destroyed or severely damaged.
The lone fatality from the tornado
occurred in Hallam. The storm also
toppled several hopper cars from a
freight train on the west edge of
town. In total 55 railroad cars were
derailed.
From Hallam the tornado traveled east
for several miles prior to turning
northeast again just north of
Cortland. The storm then tracked 2
miles north of Firth, severely
damaging the Firth-Norris high school
and a nearby middle school. School
busses were tossed in this area.
Several homes northeast of the schools
were flattened as the tornado regained
its f4 strength.
The damage path continued northeast to
Holland and then to 2 miles north of
Panama where the tornado weakened to
around an f2 and the damage path began
to narrow. The track then curved more
toward the north, passing just south
of Bennet where a few homes sustained
f3 damage. After passing south of
Bennet, the storm moved back to the
northeast and began to weaken to f0 or
f1 strength as it crossed into Otoe
county southwest of Palmyra. The
tornado finally dissipated 1 miles
west southwest of Palmyra.
In total the tornado was on the ground
for around 54 miles with a maximum
intensity of f4. Besides the fatality,
38 people sustained injuries, 158
homes were leveled and 57 others were
seriously damaged. The dollar amount
of damage was estimated at 160
million, with 60 million of that
agricultural including 100 cattle and
50 hogs lost. Some 150,000 acres of
crop land sustained significant
damage. The 5 counties were declared
national disaster areas by Fema.

Thunderstorms dumped heavy rains on
Cuyahoga County for third time in less
than 24 hours during the early morning
hours of May 22nd. Areas already
saturated from earlier rains saw
another one to two inches of rain fall
in just a couple hours. The Rocky
River quickly rose during the early
morning hours causing significant
damage. Two very rapid rises in the
river occurred. The first one was
around 2:45 a.m. and was described by
witnesses as a "wall of water" moving
down the basin. The second jump in
water levels occurred around daybreak.
Six marinas along the river were
heavily damaged. Piers and docks at
the marinas were swept away as were
over 100 boats. Around 35 of the boats
were found tangled and smashed along a
bridge abutment near the mouth of
the river. Big Creek also went into
flood during the early morning hours
causing Brookpark Road to be closed.
Widespread urban and lowland flooding
occurred elsewhere in the county. Many
roads and streets had to be closed
because of flood waters up to three
feet deep. A spotter in North Royalton
measured 1.36 inches of rain during
the early morning storm. Damage to
roads and other public property from
the flash flood events of May 21st and
22nd and from the subsequent flooding
along the Cuyahoga River totaled
approximately $3.6 million.
1095 homes in the county sustained
flood damage during these events.

The Kent, Ravenna, Charlestown and
Paris Township areas were the worst
affected in the county. In Ravenna,
40 people had to be evacuated from a
mobile home park after flood waters
rose to several feet deep. Several

TROPICAL STORM OMAIS
Tropical Depression 06W had its
beginning on the morning of May 16th,
about 415 miles southeast of Yap. As
it moved northwest, it became Tropical
Storm Omais late that evening. Omais
continued on a northwest track until,
at 0700 SST on the morning of the
18th, it was centered just 80 miles
southeast of Yap with maximum
sustained winds of 70 mph. From there
it was forecast to move over Yap that
evening as a typhoon with 80 mph
winds. Instead, Omais maintained its
70 mph intensity and turned suddenly
to a west-northwest track, passing 35
miles southwest of Yap that afternoon
around 1300 SST. By 1900 SST that
evening, Omais was 100 miles west of
Yap, still a tropical storm with 70
mph winds, and moving quickly away.
Coming only five weeks after Typhoon
Sudal devastated Yap, Omais caused
considerable anxiety among Yap
residents as it approached, especially
among those still living in tents or
other temporary shelters. However,
Omais's sudden left turn the morning
of the 18th, along with its small
size, spared Yap from experiencing
any damaging winds or flooding rains.
At the Yap Weather Service Office,
the highest 2-minute wind was only 23
mph from the north at 0657 SST, and
the maximum gust was 41 mph from the
east at 1010 SST. The maximum 24-hour
rainfall was 1.85 inches through 1600
SST on the 18th, and the lowest
sea-level pressure was 1005.6 mb at
1454 and 1554 SST. No deaths, injuries
or damage were reported anywhere in
Yap State.

ILLINOIS, Northwest
resulted in secondary crests.
Stream flows began the month with all
locations experiencing either much
above normal conditions or daily
record maximum flows. The high stream
flows were due to a combination of
heavy rain and high stream flows in
May across Northeast Iowa and
Northwest Illinois. Stream flows
gradually fell through the 10th, when
most locations were reporting above
normal conditions. Some locations
reported either near normal or much
above normal conditions.
Stream flows then rose again on the
11th in response to locally heavy
rains. On the 11th, most locations
stream flows that were either above or
much above normal. A few locations
reported conditions that were near
normal.
Stream flows then gradually fell
during the remainder of the month,
except for the 14th, 17th, and 21st.
On those dates, locally heavy rainfall
resulted in additional but short-lived
rises in stream flows. On those dates,
stream flows were mostly above or much
above normal. A few locations reported
conditions near normal. In each of
these three situations, however,
stream flows began reverting back to
their gradual fall by the next day.
The month ended with stream flows that
were either near or above normal.
About half the locations reported
stream flows that were near normal,
while the other half of the locations
reported stream flows that were above
normal.

several outbuildings with damage done
to the roof of the farm house and a
window blown out with 3 semi trailers
tossed onto their sides. Across the
road the Van Winkle farm, a window was
blown out and the roof was lifted and
set back down with more outbuildings
destroyed. The tornado dissipated near
the intersection of Kentville Rd and
200 East.
The second tornado (1625-1626 CST)
developed just north of the first and
affected an area just west and east of
200 East Street. The Stabler farm had
several windows blown out.

River flooding that began in May 2004
continued into June 2004. Following is
an edited write up from the Service
Hydrologist:
Major to near record flooding was
reporting during the month, with many
locations setting daily maximum flow
records at least one time during the
month.
The month began with rather light
precipitation. Even though the
precipitation was light, some stream
levels were still high due to the high
rainfall amounts in May. June began
with many locations at or near crest,
or experiencing falling stream levels
from crests in May. The middle of the
month brought additional moderate
rainfall, with amounts generally of 1
to 2 inches. This rainfall led to
additional rises on some rivers. For
those rivers that were still above
flood stage, the additional rain
either slowed the fall or resulted in
secondary crests.
Stream flows began the month with all
locations experiencing either much
above normal conditions or daily
record maximum flows. The high stream
flows were due to a combination of
heavy rain and high stream flows in
May across Northeast Iowa and
Northwest Illinois. Stream flows
gradually fell through the 10th, when
most locations were reporting above
normal conditions.
Stream flows then rose again on the
11th in response to locally heavy
rains. On the 11th, most locations
stream flows that were either above or
much above normal. A few locations
reported conditions that were near
normal.
Stream flows then gradually fell
during the remainder of the month,
except for the 14th, 17th, and 21st.
On those dates, locally heavy rainfall
resulted in additional but
short-lived rises in stream flows. On
those dates, stream flows were mostly
above or much above normal. A few
locations reported conditions near
normal. In each of these three
situations, however, stream flows
began reverting back to their gradual
fall by the next day.
The month ended with stream flows that
were either near or above normal.
About half the locations reported
stream flows that were near normal,
while the other half of the locations
reported stream flows that were above
normal.

Three to four inches of rain fell over
Waushara county and the southern half
of Winnebago county during the morning
hours of the 11th. Many rivers in that
part of the state were already swollen
after weeks of much above normal
rainfall. The torrential rainfall
flooded streets and highways,
including U.S. Highway 41 (the major
highway through Winnebago co.). A
bridge on the west side of Oshkosh
(Winnebago co.) sustained damage, from
the high waters of Sawyer Creek, and
had to be closed until it could be
inspected. Highways reopened to
traffic by the afternoon of the 12th.
Flooding of streets and numerous homes
and businesses caused the closure of
downtown Wautoma (Waushara co.). The
eastern part of Waushara county
experienced significant crop damage.
Flooded basements were commonplace.
Overburdened sewer systems caused raw
sewage to backup into homes, mainly in
Oshkosh. In some cases water and/or
sewage was more than 5 feet deep. Many
residences sustained damage, including
foundation damage and collapsed
basements, due to water and sewage
flooding basements. Two homes were
destroyed, 207 had major damage and
445 had minor damage.
A middle school in Oshkosh was set up
as an emergency shelter for residents
whose gas or power had been
disconnected for safety reasons.
The overnight crew at a major home

desperate to dry out their basements,

purchase pumps after the customers
began beating on the doors of the
store. One hardware store in Oshkosh
had hundreds of calls in the morning
requesting pumps. The store went
through 3 truckloads of pumps and
assorted fittings and hoses that were
shipped from stores in other parts of
the area that didn't experience
flooding.
