Hurricane Alex, a category two storm
with 100 mph sustained winds, brushed
the Outer Banks of North Carolina
during the late morning to early
afternoon hours on August 3rd. The
most significant impacts occurred
along the Outer Banks from Ocracoke to
Buxton where winds gusted to near 100
mph and soundside flooding was
estimated between 4 to 6 feet. Winds
and storm surge resulted in damage
to over 100 homes and businesses.
Nearly 500 cars were completely
flooded on Ocracoke, and in the
Hatteras Village area with damage
estimated near 7.5 million dollars.
Storm surge along the coast, along the
lower reaches of the Neuse and Pamlico
Rivers, and across other counties
adjacent to the Pamlico and Albemarle
Sounds were estimated at 1 to 3 feet
where no significant damage occurred.
The first outer rainbands began
affecting the area during the early
morning hours and continued through
the day. Four to eight inches of
rainfall was estimated across eastern
Craven and Carteret Counties extending
northeast and including Dare and Hyde
counties. Freshwater flooding was
reported across Craven and Carteret
Counties. There were no reported
tornadoes.

hours on August 14th. Onslow county
received the most damage, with
estimates over 5 million dollars, as
winds gusted to near hurricane force
to ppling trees and power lines with
structural damage to homes and
businesses. Winds gusted from 60-70
mph across Inland areas near the
center of the storm resulting in wind
damage to structures, and damage to
crops reaching into the millions.
Winds gusted from 40 to 50 mph across
locations across Eastern North
Carolina with minor wind damage
reported. Storm surge values were
highest along the Onslow County
coastline where a 2 to 3 foot surge
was estimated, and 8 foot waves caused
minor beach erosion along the south
facing beaches. Water levels rose up
to 2 feet across the lower reaches of
the Neuse and the Pamlico Rivers, and
across the Outer Banks. Storm total
rainfall, estimated between 4 to 6
inches, occurred across a large part
of the area resulting in freshwater
flooding in 7 counties across the
Coastal Plains. Five weak tornadoes
were reported across the area
associated with Charley with damage
reported. The most significant damage
related to a tornado occurred along
the Outer Banks in Nags Head.

Damage (F0) was first observed near
West Strawberry Lane, with roof damage
to a couple of structures. The tornado
crossed I-40, just southeast of Rocky
Point. It then tracked across Martin
Marietta Access Road, causing fO-fl
tree damage. The tornado intensified
to fl-f2 as it moved into a small
community along Hwy 210. Significant
damage occurred on Clayton Lane, Nixon
Avenue, and Pickett Road. The tornado
reached peak intensity as it moved
across Cart Wheel Road, where several
homes were completely leveled. It
continued to track northeast, with F1
tree damage. The tornado crossed the
Northeast Cape Fear River and finally
dissipated near Shaw Highway,
approximately one mile north of Hwy

Hurricane Charley initially made
landfall on the west coast of Florida
between Fort Myers and Tampa as a
category four hurricane. The storm
crossed Florida, and exited the coast
as a category one. It continued
northeast and made landfall again near
Cape Romain as a weak category one
hurricane with sustained winds at 75
mph. It moved up the coast and then
inland around Myrtle Beach. In Horry
and Georgetown counties, insurance
claims totaled $5 million, mostly
along the Grand Strand. There were
downed trees, roof damage, and
flooding along the coast in this area.
65,000 residents lost power, and the
estimate for cleanup in Georgetown
county alone was $1.5 million. As
Charley moved northeast, Brunswick
county was hit the hardest, with peak
winds around 85 mph. Damage was
extensive, with 2231 homes damaged,
231 with major damage, and 40 homes
destroyed in the county for a total of
$6.3 million. Many beach homes were
damaged, with 221 homes damaged at
Sunset Beach alone. Crop damage in
Brunswick county was also widespread,
with 50 percent of the tobacco crop
lost, and 30 percent of the corn and
field vegetables destroyed. New
Hanover county was the next hardest
hit, with many business damaged in
Wilmington and surrounding cities. The
majority of the county had power
outages from downed limbs on power
lines. Rainfall ranged from two inches
near the coast, to around four inches
from eastern Bladen county, south
through Columbus county. Vegetative
debris was widespread, plugging storm
drains and contributing to ponding and
flooding the next day. Storm surge was
minimal, with some minor overwash.
Thankfully, only a few minor injuries
were reported.

Gaston made landfall the morning of
the 29th as a tropical storm in
Charlestown county SC. The storm moved
north, through Georgetown,
Williamsburg, and Florence counties.
Gaston weakened to a tropical
depression that night as it moved into
Marion county and the remnants moved
to Dillon county the morning of the
30th. Rainfall was the main element of
the storm, with the heaviest swath of
precipitation from Williamsburg county,
through Florence and Darlington
counties. Around five inches of
rainfall on average occurred in this
area with over ten inches of rain in
the Kingstrec area in Williamsburg
county. Flash flooding was reported in
Lake City and in Darlington during the
late afternoon and evening. Many roads
were flooded and closed in Kingstrec,
Grecleyville, and Hemingway. Front
street in Georgetown was also closed.
A tornado watch was issued, with one
confirmed tornado near Wallace in
Marlboro county. In North Carolina,
rainfall ranged from around an inch
near the coast, to near five inches
in Robeson county, with street
flooding. The winds associated with
Gaston were not much of a factor,
with the peak wind of 58 mph recorded
at the Springmaid pier in Myrtle
Beach. There were numerous limbs down,
with some minor power outages. There
was minor beach erosion reported at
Bald Head Island and on the east side
of Ocean Isle Beach. The effects of
Gaston were felt weeks after, with
widespread river flooding over the
entire area. The Lumber river at
Lumberton had record flooding, with a
crest nearly eight feet above flood
stage. There were several evacuations
of homes in the Quinby area, and some
flooding of farmlands in Pee Dee.

Through the month of August, the level
of Devils Lake went through a slow
fall. At the start of the month, the
lake was around 1448.70 feet MSL,
while at the end of the month, the
level was around 1448.50 feet MSL. The
lake had a reported area of 136,000
acres and a volume of 2.65 million
acre-feet. The high lake levels
continued to threaten and damage roads
in its vicinity. The Spirit Lake
Nation reported several roads being
undermined by lake water erosion. The
Wood-Rutten Road, which crosses from
Ramsey to Benson counties south of
Crary, qualified for federal funding
by the Federal Highway Administration.
A new road and bridge will be
constructed over the old road site.
This road has been closed due to high
water levels on Devils Lake. The cost
of the project was estimated at $7.4
million. The North Dakota Parks and
Recreation Department recommended
closing Graham's Island State Park,
unless its access road could be
raised. The U.S. Army Corps of
Engineers also started raising the
dike which protects the city of
Devils Lake. This project is set for
completion in the fall of 2005, at a
cost of about $7 million. Nelson
county also reported problems with
the rising Stump Lake. Water
continued to flow from the cast end
of Devils Lake, through the Jerusalem
Coulee, and in to Stump Lake. Stump
Lake had a level of 1421.77 feet MSL,
giving it an area of 8,900 acres and
a volume of 204,800 acre-feet. Stump
Lake rose 2.75 feet since June and
6.75 feet since the end of March. An
additional 780 acres of land were
flooded around Stump Lake just this
year. Additional rises would
threaten county roads 15 and 23, and
also emergency services to those
areas.

Patchy frost occurred over portions of
the area throughout these 3 momings,
which was not normal for August. As
patchy frost also occurred on June
23rd and 24th, the only summer month
that didn't have frost was July. The
usual date for a first frost is not
until mid to late September. Daily,
monthly, and seasonal temperature
records were all set. On August 19th,
the coldest morning temperatures were
35 degrees (5NW Prosper) and 36
degrees (6N Wahpeton). Record lows
were set at Fargo (39) and at the
Grand Forks airport (37). On August
20th, the coldest morning temperature
was 30 degrees (2SE Cando). Enderlin,
Cooperstown, Langdon, 5W Cavalier,
and 5N Leonard all dipped to 31
degrees. Record lows were again set
at Fargo (34), the Grand Forks
airport (32), and Devils Lake (38).
On August 21st, the coldest
temperature was 33 degrees (5NW
Prosper). A record low was set at
the Grand Forks airport (38). The
normal low at this time in August
was around 55 degrees. When the
month of August ended, it was the
coldest August on record for the
Grand Forks airport and Devils Lake,
and the second coldest at Fargo. For
the summer season (June, July, and
August), it was the coldest on record
for the Grand Forks airport and the
seventh coldest for Devils Lake and
Fargo. Damage to crops was widespread
and yet spotty. Crops in lower lying
areas were more susceptible to frost
than those slightly higher. Some
crops, like soybeans, edible beans,
and corn, were also more susceptible
to frost than root crops such as
sugarbeets and potatoes. Some crop
varieties were also more frost
resistant than others. The cool summer
and prior frosts put many crops about
2 to 4 weeks behind schedule. The
majority of crops that needed warm
nights to mature (such as corn or
tomatoes) were not expected to make
it. North Dakota crop losses were
estimated at $530 million, but crop
insurance was expected to offset about
$201 million of this amount, leaving a
net loss of about $329 million.
However, this estimate covered summer
flooding, drought, and the cool
weather. The tourism/resort industry
also reported decreased summer
revenue. Garden and vegetable farmers
were hit hard, with some vegetables
not ripening. Leaves on trees turned
color early and started falling from
trees. The bee industry was also hurt
by the cold. ND was the nation's top
honey producer in 2002 and was second
in 2003. The cold weather meant fewer
blossoms and less active bees. In
2003, North Dakota produced 29.6
million pounds of honey worth over
$40 million.

RE: Storm data and unusual weather phenomena
To whom it may concern,
My name is James and I am contacting you on behalf of a
very good
friend of mine who was doing Ecological Research in Charters
Towers,
Australia last year.
Storms are quite frequent in this area most evenings and he
would
spend time watching them of an afternoon/evening. One
evening he
noticed something quite peculiar and decided to record it. He
managed
to capture a very strange weather phenomena which he
believes could be
an unknown form of lightning or other weather event.
As I am in the I.T industry and quite computer savy, he
passed the
video on to me to see if I could get someone interested
enough to have
a look and offer some explanation as to what it could be.
After doing
much research and contacting some people, we have come
up with no
explanation as to what this could be.
After spending countless hours looking, we managed to find
other
people from around the world who have also recorded this
same strange
phenomena on video. It is very clear that this is the same
type of
phenomena.
I uploaded my friends videos to YouTube, you can see them
here:

Other people who have captured the same thing from other
countries
around the world here:
(THIS ONE IS VERY CLEAR)

We would greatly appreciate it if you can shed some light on
this
matter. If you do not know what this is then would you mind
passing
this on to someone else who may be interested?
Thank you very much,
James Wood.
