David E. Hamilton Jr., a member of the Senior Executive Service, is Director of the Rapid Capabilities Office, Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C. He directs selected study, development and fielding activities tasked directly by the Secretary and Chief of Staff of the Air Force. His responsibilities include technical integration of Department of Defense classified activities, and representing these activities to Headquarters U.S. Air Force, the Office of the Secretary of Defense, Congress and the White House.

Mr. Hamilton is a 1974 distinguished graduate of the Air Force ROTC program, a 1982 graduate of the Air Force Test Pilot School and is Acquisition Professional Development Program Level III certified in test and evaluation as well as program management. During his tours as a flight test engineer, Mr. Hamilton participated in the developmental and operational testing of ground and flight-testing of the numerous aerospace propulsion systems, the Space Shuttle, B-1B, Tacit Blue, F-117, advanced cruise missile, B-2 and numerous other classified programs. He holds a master non-rated aircrew badge.

Mr. Hamilton previously directed the Air Force Red Team, which provides independent assessments of U.S. capabilities and their vulnerabilities to senior Air Force and DOD leaders. In his final military assignment he was responsible for the programming and execution of the entire Air Force special access program budget. He retired from the Air Force in the rank of colonel in Aug. 2003 after 29 years active-duty. Prior to assuming his current position, Mr. Hamilton worked for a Washington, D.C. consulting and engineering firm. He was appointed to the Senior Executive Service in 2003.
