WILLIAM R. SWART

William R. Swart, a member of the Senior Executive Service, is Technical Director, Joint Information Operations Center, Lackland Air Force Base, Texas. In this position, Mr. Swart provides scientific and technical advice to the center's commander, and is responsible for planning, coordinating and executing the technical aspects of the JIOC mission. The JIOC, a subordinate activity of U.S. Strategic Command, provides comprehensive assistance that enables the combatant commanders to plan and execute information operations, and information warfare.

Mr. Swart entered federal civil service in 1968 at Griffiss AFB, N.Y., as an electronic engineer performing research and development on advanced radar technologies. He moved to the Air Force Security Service at Kelly AFB, Texas, as an electronic engineer helping to field tactical cryptologic systems with advanced signal exploitation technologies. He then was selected to head a Secretary of Defense program within the Joint Electronic Warfare Center, performing technology demonstrations responsive to the needs of the unified commanders. Mr. Swart was appointed to the Senior Executive Service in 1987.
