On Jan. 3, Kathryn O'Leary Higgins was sworn in as a member of the National Transportation Safety Board. Previously, Higgins was CEO of TATC Consulting, and before that, was an official at the National Trust for Historic Preservation. ... Meanwhile, TSA has appointed Tamara L. Miller as the agency's special counselor, managing several offices that are intended to ensure that employees and the public are treated in a fair and lawful manner, and make sure information is shared in a timely and coordinated manner. Miller, an alumnus of the University of Notre Dame and the University of Michigan Law School, previously served in the civil rights division of the U.S. Department of Justice.
