Effect: to prevent damage to the wire support bracket and wiring of the
auxiliary hydraulic pump and, for certain airplanes, water intrusion through
the electrical connectors of the auxiliary hydraulic pump. ....conditions could
lead to a potential ignition source in the right wheel well of the MLG around
the fuel tank, which, in combination with flammable fuel vapors, could result
in fuel tank explosions

Effect: Flightcrew to check the status of the transponder after changing the
air traffic control (ATC) code.....results from the transponder erroneously
going into standby mode if the flightcrew takes longer than five seconds when
using the rotary knob of the radio management unit to change codes

Reference: TCAS in Canada
Effect: Transport Canada will now require collision avoidance systems to be
installed on all recently manufactured aircraft by end 2006. For older planes,
commercial aircraft operators will have two years to have the equipment
installed.

Reference: Russia takes action against bogus parts
Effect: Russian prosecutors and officials with the Transportation Ministry
discovered many violations of safety regulations in the work of air carriers,
and serious drawbacks in the activities of regulatory bodies. Airplane parts
produced by unofficial sources are being used in a number of aircraft, possibly
leading to in-flight emergencies. An engineer was charged with a fraudulent
attempt to sell airplane parts with expired service-life dates by noting false
information on their overhaul certificates. (05 Sep 06)

Reference: Safer low visibility landings
Effect: Canadian aviation regulations have been amended to prohibit commercial
air operators from beginning an approach when visibility is so poor that a
successful approach to a landing is unlikely. The regulations will increase the
minimum visibility to at least 1,600 feet (500 metres) depending on the type of
instrument approach, as well as on flight crew, aircraft and airport
requirements.

Effect: to prevent exceeded backlashes in both aileron PCUs, which, if
accompanied by the failure of the flutter damper, could result in aileron
vibration/flutter and reduced controllability (NPRM by 11 Oct 2006)

Effect: to prevent the loss of the hardover prevention system (HOPS) in the
roll axis due to a short circuit in the wiring harness (Final Rule effective 13

Effect: to prevent false warning indications to the flightcrew from the hot
detection system due to discrepancies of the harness, which could result in an
unnecessary aborted takeoff on the ground or in-flight engine shutdowns.

Effect: to prevent failure of the RAT hydraulic pump to supply adequate
pressure to activate the RAT, and consequent loss of the RAT as a source of
