Findings On Chinese Replacement Windshield Dumping Delayed Until Feb. 2002

The U.S. Department of Commerce said that it has pushed back the final determination on dumping charges against Chinese manufacturers of replacement windshields until Feb. 1, 2002.The final determination had been scheduled for Nov. 26.

Last month Commerce issued a preliminary determination that automotive replacement windshields from China are being sold at prices below fair value. The antidumping petition was filed Feb. 28 by the domestic automotive replacement glass industry including PPG Industries and two other domestic makers.

Garry A. Goudy, PPG Industries vice president for automotive replacement glass, gave this assessment of the department's preliminary determination. "The department's finding confirms what was said in the antidumping petition, namely, that Chinese producers are selling their merchandise at unfairly low prices. PPG believes that the level of dumping is higher than the preliminary finding, and we will be providing input to help the Commerce Department reach an accurate result by the end of the investigation." If the final determination is affirmative, then the U.S. International Trade Commission must make its final determination on injury within 45 days.
