The European Public Telecommunications Network Operators' Association (ETNO), Brussels, threatened to pull out of the International Telecommunication Union, Geneva, because of the slow pace of the ITU's reform process. ETNO's director Michael Bartholomew said his group would go to other standardization bodies if the ITU didn't show evidence of meaningful reform.
