Rebound on the horizon? Housing starts continue to pull back in light of lower consumer confidence and slower gains in household incomes. In the latest three months, total starts declined 11 percent from a year ago. Single-unit starts were off 13 percent, and multi-unit starts were off 2 percent. The January 2001 reductions in the discount rate and the federal-funds rate send a message that monetary policy will begin to be expansionary, leading to a revival in new housing starts.
