SEOUL, Sept. 25 Kyodo

Working level officials from North and South Korea started two days of talks Monday in Seoul on bilateral economic cooperation, their first talks on economic matters since 1985.

The talks are aimed at creating a framework that includes investment protection, double taxation and a settlements mechanism.

The South has already submitted a draft framework, according to South Korean sources.

South Korean Assistant Minister for Finance and Economy Lee Keun Kyung and Jong Un Op, chairman of North Korea's National Economic Federation, are heading their countries' respective delegations.

The talks were agreed upon at the second inter-Korean ministerial meeting in late August in Pyongyang.
