LEAD: S. Korean premier submits letter of resignation

South Korean Prime Minister Goh Kun on Monday submitted his letter of resignation to President Roh Moo Hyun, Goh's office said.

Goh had earlier this month expressed his intention to resign, following the restoration of Roh's suspended presidential powers on May 14, and Roh has already decided to accept his resignation, though his formal acceptance is expected to take place later this month.

The 66-year-old veteran bureaucrat assumed the nation's No. 2 position when Roh formed his first Cabinet after taking office in February 2003

Goh served as acting president while Roh's executive powers were suspended after the previous opposition-controlled parliament voted March 12 to impeach the president for infraction of an election law violation mandating that public officials maintain strict political neutrality.

South Korea's nine-member Constitutional Court ruled to reinstate Roh on May 14, overturning the parliamentary vote to impeach him.

Earlier Monday, Goh turned down Roh's request to recommend replacements for several Cabinet members, which is a necessary procedure in conducting a reshuffle, Roh's press office said.

Goh reportedly said, ''It is not desirable for an outgoing prime minister to recommend new ministers in consideration of the spirit of the recommendation system guaranteed by the Constitution.''

News reports said Roh plans to replace the unification, culture and tourism, and health and welfare ministers.

The expected Cabinet reshuffle will be delayed until after a new parliament convenes June 7 to approve the president's nomination for prime minister, who will make recommendations for the Cabinet reshuffle, the reports said.
