Visa denials for African students

Relatively speaking, African applicants seeking international student visas are denied visas more than other students from other developing nations (see "Out of Africa, Dec. 14). The common reasons used are lack of finances and intent to immigrate. It's almost impossible for Nigerian and Ghanaian students to get visas to attend community colleges that admit them. We have students from Western Europe, whose siblings are U.S. immigrants, but they do get visas to attend community colleges. This is unfair.
