DR. G. WAYNE CLOUGH, president of the Georgia Institute of Technology, has been named secretary of the Smithsonian Institution in Washington, D.C. He will step down from his post at Georgia Tech on July 1. Clough received a bachelor's and master's from Georgia Tech and a doctorate from the University of California, Berkeley.
