Russia warns Japanese, foreigners of skinheads in Sakhalin
Japan Policy & Politics, April 22, 2002
TOKYO, April 16 Kyodo
Russian public safety authorities in Sakhalin have cautioned Japanese nationals and other foreigners in the Far East region about possible violence by a group of neo-Nazi skinheads, Japanese Foreign Ministry officials said Tuesday.
The authorities told the Japanese Consulate General in Yuzhno-Sakhalinsk on Monday they believe about 30 members of the skinhead group from Moscow arrived in the Sakhalin capital the previous day for a gathering aimed at attacking foreigners, the officials said.
They urged foreigners, particularly Japanese and South Koreans who are being targeted in the planned attacks, to be careful when going outside, especially at night, according to the officials.
The Japanese Embassy in Moscow also issued a warning Monday to Japanese nationals staying in Russia, saying an individual identifying himself as a representative of the Russian skinhead group sent an e-mail to the embassy about a plan to kill foreigners in commemoration of Adolf Hitler's birthday Saturday.
It urged Japanese to stay indoors as much as possible and, in the event they have to go outside, to avoid doing so at night and in the early morning.
The warning also advised to move around in groups and avoid areas and facilities that could be dangerous such as back streets and discos.
The embassy said it has asked the Russian Foreign Ministry to take measures to crack down on the situation. It also said similar e-mails were apparently received by other nations' embassies and offices in Russia as well.
