Moving up: New Hampshire Republican Senator Bob Smith, to chairman of the Senate Environment and Public Works Committee. A conservative who says he will "work closely" with industry and local governments, Smith takes over for Rhode Island Senator John Chafee, who died last year.

W. Michael McCabe, to deputy administrator for the Environmental Protection Agency. Formerly an administrator for the Mid-Atlantic region, McCabe replaces Peter Robinson, who vacated the position in August.

Moving on: Gloria Flora, Forest Service supervisor for Nevada, because of "hostility and distrust" toward federal employees in the state. Flora resigned after conflicts with local landowners over her attempts to close a road that may threaten the survival of the only remaining healthy bull trout population in Elko County.

Introducing: Kevin Daugherty, corporate marketer for Environmental Systems Research Institute, Inc., as AMERICAN FORESTS' newest board member. A forester, Daugherty in 1987 joined ESRI, the world's leading provider of GIS software and services.
