American readers should be impressed by the wide geographic spread of social science talent in Europe, located in a great variety of universities, research centers, and government offices. Even a cursory check of the bibliographies that accompany all chapters yields another interesting fact: these authors cite not only the standard international Journals but also a variety of technical monographs, the great majority published by European commercial publishers. What magic produces the financing of these technical volumes in Europe even while we hear long jeremiads about the state of the publishing industry in the U.S.?

In sum, this is a most worthwhile book that seems to be addressed to specialists, yet yields considerable benefits to a wide range of students in the social sciences and public policy studies.
