Opening of Japanese paper market - Trade Watch

Business America, April 20, 1992

> Negotiators for the United States and Japan have reached agreement on measures to open to foreign suppliers Japan's $27 billion market for paper and paperboard products, according to U.S. Trade Representative Carla Hills. The agreement, which resulted from commitments made during President Bush's January trip to Japan, requires the Japanese government to encourage Japanese paper distributors, converters, printers, and major corporate users to increase imports of competitive foreign paper products; develop long-term buyer-supplier relationships with foreign producers; establish and implement open and non-discriminatory purchashing practices; and prepare and adopt company-specific, written purchasing guidelines, applicable to both domestic and foreign suppliers.
