OUTSIDE THE GATES: Writer Andrew Sullivan reports that there are 12 countries that ban HIV-positive visitors from their territories--countries like Iraq, Libya, Qatar, Saudi Arabia, Sudan ... and the United States. China has recently removed its ban on HIV-positive visitors as it prepares to host the upcoming Olympics.
HIV is the only medical condition that results in banning under U.S. law; entry to the U.S. of persons with leprosy or tuberculosis is left to the discretion of the secretary of health and human services. A bipartisan group of senators is working to repeal the ban. Sullivan, a native Brit living in this country, is himself HIV-positive. Each year he must leave the country and reapply for an HIV waiver in order to return, even though he's lived here nearly 25 years (Washington Post, May 14).
