Caption: EXPULSION THREAT: At his headquarters in the West Bank city of Ramallah September 13, Palestinian President Yasir Arafat holds a paper citing the decision by the Israeli government to expel him. Israel rebuffed a UN Security Council warning not to go through with its threat to exile Arafat, saying national security is at stake amid a new wave of suicide bombings. On September 6 Palestinian Prime Minister Mahmoud Abbas resigned, claiming that Arafat's interference had become intolerable. Abbas was viewed by most Palestinians as a collaborator with the U.S. His departure was another setback for the Bush administration "s "road map" to peace.
