"Based on the facts that are known to us, we continue to find it difficult to justify the resort to war against Iraq, lacking clear and adequate evidence of an imminent attack of a grave nature.... A distinction should be made between efforts to change unacceptable behavior of a government and efforts to end that government's existence."

--U.S. Catholic Bishops, who at their annual fall meeting welcomed Bush's consultations with Congress and the UN Security Council but reiterated their opposition to an invasion of Iraq.
