C. Virginia Fields (above, right), a former member of the New York City Council, has been the chief official of the 1.5 million-resident borough, which includes Harlem, since 1997. As borough president, Fields oversees Manhattan's portion of the New York City budget--currently more than $13 million--and appoints members to city and community boards.

Fields received her undergraduate degree from Knoxville (Tenn.) College and her master's degree in social work at Indiana University. Fields, who is divorced with no children, lives in Harlem.
